If "troubled lecturer" has a strong voice in ICT change management at the
university, please start from the top to handle some on those wrong
perceptions.
Not all Windows updates and downloads are viruses. You can use good old
SQUID to control what users can download and as who (classifying users) even
without "visible" authentication.
