+ 1 to your statements. Regarding how tethering option is disabled, Apple just keeps a database of carriers and will just hide the option if that specific MCC & MNC combination doesn't match the ones allowed to use it..and this happens as soon as you connect/sync with itunes.
Its the same issue with trying to use a different APN on an iPhone. The option is usually hidden because the carriers give apple the specific configurations to use thus the user shouldn't change. This can be inconveniencing if your are techie and need to perform some tests.
