Commercially its a good bet for orange because you will use up alot more data if you teether and they simply make money because thats there bread and butter, SO i do not think they simply do not want to allow this feature or mode of access as its commercially viable after all they are in .UG for a profit, it could be something more political if really its not possible. Keep in mind even if orange is in uganda or other parts of africa all decisions and network quality are dictated from Paris(HQ). So there is little room to wiggle just because its the right decision.
