I know it's a hassle - but why didn't you take them to court. There is an
old saying - the road of least resistance is only paved at the beginning. I
know it's easy to say if you don't have to do it yourself - but I happen to
think this is the right way. Authorities only behave this way because they
don't meet any resistance.

- hover over "Customs Tax Guides" in the right-hand blue menu,

- go down to "Tax Tariff Book".

 

It's a PDF. 

 

I read through it, quoted it to the URA guys at Entebbe, still paid tax on
my HTPC.
