Chris, In some cases I suspect it is about money. They are hoping you will split the difference. Half of nothing is still nothing hence they fudge the code.
In the same way I was on Kampala Road on Saturday and chatting to a local computer vendor. Lo and behold he is now importing second hand computers despite the ban with a little sleight of hand but URA does see some of the tax. So why did they not just tax second hand PC's? Crazy.
