David,

Finding a no-win no-fee lawyer who is going to fight the URA is why we don't 
have much litigation. The up-front costs are too damn high. I hate superfluous 
litigation like suing over hot coffee and microwaved dogs, but I can see that 
having none is a royal pain too. As you said if there is not push back nothing 
changes.

Having a interesting chat with @URAUganda personally that might be good way to 
go public shaming.

I know it’s a hassle – but why didn’t you take them to court. There is an old 
saying – the road of least resistance is only paved at the beginning. I know 
it’s easy to say if you don’t have to do it yourself – but I happen to think 
this is the right way. Authorities only behave this way because they don’t meet 
any resistance.
