If people have time to facebook during working hours maybe you are not 1. giving them enough work 2. setting clear targets and rewarding them for it 3. challenging your employees sufficiently 4. setting clear policies and following-up on them I know, sounds easier than it is, but implementing a firewall rule will not make employees more motivated (maybe even the opposite).
