Trying to cordon off the Internet is not only not very effective, but also has a social impact one may want to avoid. Employees will feel as though they are not trusted to fulfil their duties even if non-work-related sites are occasionally browsed. You might as well forbid newspapers, black out the windows, and hire a principal-like guard strolling behind everyone's backs, supervising everyone's work. That's basically how it's going to feel, and it's *not* very productive. They're not children, and not adversaries, so don't treat them thus.
