David, If you want to look at mauritius, consider that its gdp per capita is *30 times* that of Uganda, it is a landing site to 4 competing submarine cables. Ultimatelly too few Ugandans are asking for fibre. That is why 3g/4g data where a lot more people are asking is so much cheaper. I don't think being land locked is an issue. Ultimately it's *mostly* a fixed cost dealing with it. Kampala's population is about 1.7million per the 2014 census.
