Grey-bearded windband players are highly familiar with the venerable
Schott edition in two small booklets of this work with small print and
other faults, that edition has no parts, leaving it to the lutenist to
make tablature if that were desired.

I suspect Hendricks is catering to the windband, SCA musicians tend to be
heavy on recorders and other inexpensive winds. See http://www.sca.org
for indepth details on the SCA. I have been involved in SCA music making
activities since 1974.

I agree that this is unfortunate, I have not attempted to sample his sheet
music at length, but the few pieces I have checked do acknowledge primary
source and name himself as arrainger/contributor of descant..., all in
good style. I am familiar with the extensive concordance list for the
pieces in Orchesography, and would not expect that level of detail in a
performing edition.

Steve H is a familiar name (we use pseudonyms in the SCA), I cant speak to
his credentials as a scholar from what little I remember; but (google
being a useful memory adjunct) if we have met in person it would most
likely have been at a Pennsic war (yearly SCA camping 'convention'); most
likely I have simply played from his music and recall it from that. SH
has several web sites, and, curiously, plays lute and gamba as well as
winds, so I suspect no malice on his part, just a bias towards winds;
natural for someone who plays a lot for live dance.
