I'm forwarding your recommendations on to my guitarist/would-be-lutenist friend. It's good to know that there are a number of fine lute makers here. (I do wish that at least one were down in this neck of the woods; have just reglued the pegbox to one of my instruments for the third time! I was clumsy once, others contributed the other times).

I can recommend Richard Fletcher's work. I have had the chance to try out four of his instruments over the past year, and they were all very nice lutes. Another name to add to your list is Mel Wong. I played Mel's experimental 'Chinese' lute last September when we were in SF, and it was also a nice lute. Mel is also a very nice person.
