The initial cost is only part of the economic equation.  There is a far
greater cost in NOT going ahead with the FTTP solution.
For starters, how soon before the /slight/ initial savings of FTTN are
swallowed up, just due to the cost of operating the network
(electrically) ?  There are many more economic arguments, just one other
would be lost productivity using the slower network.
