VoLTE support is somewhat carrier customized (unfortunately).
I have been going through this issue too. I found that the Fairphone 5,
for example is reported to work on Optus and Vodaphone with VoLTE, but
reportedly not working with Telstra. See:

My phone (Samsung A21s) had Android 10 on it, but VoLTE was not working
with the particular Android 10 patch level I had on my phone, but I know
others with the same phone and earlier patch levels of Android 10 that
were working with VoLTE (so presumably my patch level had a bug added !)
... however, I was also reading that there was a major security
vulnerability with VoLTE that was only patched in early 2023 by Samsung,

So, on that basis, updating to the latest Android patch (if your phone
is vulnerable - and has been patched for that security issue) would be
worth doing - that's what I did and VoLTE seems to be working ok now.

Australia, Optus and Vodophone implement one standard, while Telstra
