They do sometimes follow up on hungup calls.  I once had them call me back 
after apparently butt-dialling 000.

If they dispatched police to every butt-dial the police would be very busy.

I have in the past made a test call to 000 and told the operator it was to 
test a new phone system and they were happy with that.

They don't want a million people to test it.  But for people who do 
development on Mobian, LineageOS, etc to do the occasional test would be 
reasonable.
