In my experience it's trial and error. Sometimes it's no longer possible to just do 'svn update; make', and dist-clean is needed. Or even a fresh checkout.
Is it ever necessary to do the checkout all over again? "svn update" should get anything that's missing.
Apparently TortoiseSVN fails when a file has been renamed from 'status.C' to 'status.c' or something like that. Maybe it's windows that doesn't allow renaming when the change is only case sensitive?
FWIW, I have had some weird, spurious, problems with TortoiseSVN when renaming/moving files/folders. Only had to do a fresh checkout once or twice though - although sometimes rebooting windows helped. Maybe some old program was using the file and/or the folder.!
