JMarc,
The attached *.fd-files are a first try to modify the dialogs for the 
new quotation marks we discussed yesterday. Is this what you are 
thinking of?
In Preferences->Language, you can chose one of the language specific 
quotation marks (if there are more than one) as default (I think this 
should be done there and saved in the lyxrc file).
In Document, you can chose either "Language Default", then the settings 
from preferences become valid, or "Custom", where you can chose from 
any possible style for the current document. I have deleted the 
"single" and "double" checkboxes, as they become obsolete IMHO if you 
can access them directly via keyboard.

BTW: Have I got you right: You can only chose one style per document, 
and if you switch, all quote insets will be changed? (I hope so, 
because I think this fits good into the LyX philosophy; it's bad 
typography to mix quotation mark styles like it is bad to mix different 
font families).
