If I got it right:

We could add a toggle to the document that insert LyX Notes in PDF output
using \pdfremark{}. These notes would

   * be seen in the on screen display with Acrobat Reader and  ~ Writer
     (how about xpdf and gv?)
     
   * be editable with 
        
        Acrobat Writer (and of course also Acrobat Writer Pro)
        
        flpsed (X11) (Does flpsed use the same kind of notes syntax as
                      Acrobat?)

        Acrobat Reader

   * suppressed in the printout
   
The same toggle could activate insertion of LyX Notes into PS output with a
psspecial. These notes would be

   * be seen in the on-screen display with flpsed (X11 and Win)
   
   * be editable with flpsed (X11 and Win)
   
   * not suppressed in the printout (!)
