Outlining documents for LyX

Hi,

Failing to find a view in LyX similar to Microsoft Word's Outline 
view, how do you plan and structure your large documents with 
LyX?  Is there an external tool that will work with LyX to do 
this?  I'm thinking mainly about moving sections/subsections between 
chapters to get the shape of the finished document clear, while some 
subsections already have text within them.

Are there any keyboard shortcuts to change lines of text between the 
different 'classes' (section/chapter/subsection)?  I tried tabbing in 
a section heading but it didn't change to a subsection.
