  1) You need to document the no-so-unusual behavior of "<reference> on page
<page>"
       to output only "<reference>".

What do you mean? Here I get also the page number, or alternatively the text "on previous page" or "on next page". But the latter is mentioaned in the LyX UserGuide:

"Note that the style <page> won't print the page number if the label is on the previous, the same, or the next page. You will e.g.see the text ``on this page'' instead."

2) I want to use \vref* for SOME OF my references, IN ADDITION TO the existing \vref, \ref, and \pageref.

Then you have to use ERT. We don't support it yet in LyX, therefore it isn't documented. The User's Guide is designed for LyX features, not for every cases of LaTeX commands.

And you never mention that "Formatted reference" has the word "Figure" in it
but the others don't, which was another fifteen minutes of back-and-forth wondering what was broken. That doesn't take so long to figure out, but the other thing I used didn't do what I
thought, and now I'm really
confused.

This feature is not described by design, because then I had to use prettyref for the docs. But this package is since a whuile obsolete and no longer part of all LaTeX-distribuions. So when I use it in the docs, people can't process the docs anymore. So you have to find out by your own how this ref format behaves, in case you have prettyref installed.

If you don't explain how the thing *actually works* then you need to lead me
to a place that does.
And sending me to View Source is not an acceptable alternative to
documentation. Because none of us want me to read your latex code.

Now I'm confused. When you want to know how it works in the background, set the cursor behind the ref and use the source view window. Then you see that this is a prettyref or whatever command and then you got it.

If you think that \prettyref is so lame (I agree), why do you still have it
in the gui, but not any of the varioref improvements like \vref*? (\vref forces a space in front of it, which is not always appropriate.

Lack of manpower is the reason for this. Please add an enhancement to
bugzilla.lyx.org
for this feature to assure that it won't be forgotten.
