My legal publisher requires paragraph numbers of the form:
[chapter-parano]. I use the following which you can modify
appropriately:
\newcounter{parno}[chapter]%% numbered paragraph
\renewcommand{\theparno}{\thechapter-\arabic{parno}}
\newcommand{\p}{\stepcounter{parno}\noindent[\theparno]\ }
Start a new numbered paragraph with \p
