I have checked and there are two dictionaries available for download: aspell-es-0.50-2.tar.bz2 aspell6-es-1.9a-1.tar.bz2
The second one is the one I have installed. In french there is only one dictionary: aspell-fr-0.50-3.tar.bz2 I cannot find, as you have said, one with and one without accents.
