Just in case you're not able to find that either… the ~/Library folder is a 
hidden one.
You may open it with the following procedure:
* Open a Finder windoe
* Go to home
* Open the "Go to folder" menu item
* Type the word Library and Open it
and the hidden folder will be presented to you.
