interesting experiment, but after reading the datasheet I don't think 1x
mode is usable in T200 in general.  It assumes that the clock and data are
phase aligned, whereas in 16x mode the UART counts 8 pulses to find middle
of the eye.

However 38400 should be doable in 16x mode.
