I installed Tera Term on my Win10 laptop and no issues whatsoever, so it looks like a setup or cable issue (assuming that the hardware is working 100%). I am using an FTDI adapter but I doubt that a Prolific version would not work at all; I'll try to dig one out later and try it.
As mentioned, a loopback is the best way to start troubleshooting: I'm assuming that there is a female connector in the cable/adapter coming from the M100; insert a paper clip between pins 2 and 3, make sure Full Duplex is selected and everything you type on the M100 should show on the screen. A little trickier going the other way because the connectors are probably male, but if you can find a way (or get someone to help) to connect pins 2 and 3 on the USB adapter while you type on the laptop you should be able to verify that that part is working. You've probably already checked all this, but just in case: In Tera Term the only thing you need to set/check is that you selected Serial when it started and that in Setup/Serial the port name matches what you see in your system Setup and the speed/handshake matches the M100; COM4, 19200bd, the default 8bit/none/1bit and XON/XOFF in my case. Setup/Save Setup once you're happy. The USB adapter should show in the laptop's Settings/Devices/Devices and Printers; if it doesn't show the COM port used then right-click on the adapter, ask for Properties/Hardware. Obviously it should match what you selected in Tera Term. On the M100: TELCOM, Stat (F3) and the parameters you want to use (98N1E in my case). Enter, Term (F4) and away you go. Of course what you type will only show on the other computer unless you select Half Duplex.
