Do that with simple punches made from pipe.
Take a piece of pipe (any kind, even pvc, since you're just cutting
soft sponge) where the ID of the pipe is the same as the ID you need
for the sponge, and another where the ID of the pipe is the same as
the OD you need for the sponge.
Cut both pipes at least a few inches long, like 3 at least, and make
the outside pipe longer than the inside pipe.
Sharpen one end of each pipe by just filing/sanding/grinding the
outside lip and an angle.
Wrap masking tape around the inside pipe about 3/4 inch from the sharp
end, until it forms a disc that's almost as big as the inside of the
outside pipe. Make another tape disk the same way but close to the
other end of the small pipe.
Use the small pipe to punch the inside hole in the sponge with a
hammer. Leave the small pipe in the sponge. Slip the big pipe over the
tape spacers. Punch the outside diameter of the sponge.
Now you have a roller where the outside is perfectly round, and the
center hole is exactly centered relative to the outside.
If the ID is small like 1/4" or less, then just skip trying to punch an
actual hole or trying to find something like 3/16" pipe, and just poke a
hole with a nail, since it's sponge not a rigid material.
