Does it work with anything else? Can you use the same usb-serial adapter with Putty and TELCOM?

Does it work on some other computer? Or on the same computer but booted to a live linux thumb drive?

You shouldn't need any manually installed driver for any of these usb-serial adapters. It's either simply a junker that you should just throw away and not waste another 5 minutes on, or, it's possible there is maybe some security or permissions issue in your windows or in the mcomm app, in which case the other tests will show that. If putty works, then it's not really a driver or hardware problem but just an mcomm problem. If putty does not work, then *maaaybe* it's driver or permissions problem, and trying it from a live linux thumb drive, or some other computer, will answer that.

I suggest, just get a new usb-serial adapter with an FTDI chip, and get it from a seller that isn't ebay or aliexpress or a no-name random-letters seller on amazon, so that you don't get a counterfeit ftdi chip. If amazon, then make sure the seller is Amazon or STartech or other recognizable name, or from any other normal retailer site like b&h photo, microcenter, digikey, mouser, adafruit, sparkfun, pishop, pihut, etc...
