The message you're getting is a bit misleading. I get that message when I try to get an update, and there is none available. When there is an update, there is another screen that pops up asking if you want to download the update with WiFi, mobile network, or both. If there is no update, I still get a message that a system update is available, but only an ok button afterwards.
