Hello Michael, This is one of the keyboard commander defaults. In vo utility you will need to select keyboard commander and make certain that the "allow voiceOver to be controlled with Applescripts" box is checked under the general tab.
If you actually want to peruse that script, its a rather deep path. Probably the easiest way to locate it is to edit the "t" entry of the keyboard commander and copy the last spoken text to your clipboard. HTH.
