Geoff,
I'm listening for responses to your request. If you get a description
of Preview commands Please keep them on list as I've been needing to master
this application.
Sorry I don't have the answers just a shared need for the information.
One tip though, I believe I've read discussion of a App called Skim that works
well with voice Over. I figured I would start with Preview as normally my
needs are pretty basic.
