Hmm! That's very weird. Why would having a monitor or not effect things
being applied or not in system prefs. I'm not doubting you, I'm just
wonderring the logic of what would cause this glitch to begin with. That's
really bizarre.

If you are using the Mini without a monitor, this is one of the
unfortunate side effects. I had the same issue with mine with system
