Okay, thanks, I will do just that. I have never had this until now.

    Now, I decided to turn VoiceOver off and hit the App Switcher. It worked 
every time, but then I turned VoiceOver back on and I could then close out 
my apps.

There's a thread on apple vis that discusses what's new. some of them 
discuss this very bug that you reported t this list. I can't find it at the 
moment but if you go to http://apple.com and type in the search field
what's new in ios
you'll find some comments including my own regarding this and other bugs.
