As far as I know, I did not adjust the button before I updated to IOS7.1. 
What's it suppose to be on? It doesn't seem to matter if I click faster or 
slower. There seems to be, well, at least, I think so, that there is a delay 
when VoiceOver is running with that App Switcher. If I turnh VoiceOver off, 
you can hit it immediately. Not sure what that's all about, but if I know 
what the default is for speed on the button, maybe I can see if it is 
changed.

Brenda,
Did you adjust the button action in accessibility before you updated?
I am wondering if you reduced the speed required for home key clicks, and
forgot about it, and maybe the setting did not stick through the update.
Otherwise, see if it works better if you click faster or slower.

I am using an iPhone5, and iOS7.1, and no problems here with
activating and navigating the App Switcher.
double press of the Home button seems to work everywhere I try it. I
can be on the Home page, or elsewhere.
