I believe this is a bug. You will go to system prefs, then users and groups, 
then to log in options at the bottom of the table, unlock you rprefs, and then 
check user voice over at the log in prompt. If it is checked then yes it is a 
bug. I have a person wiht a mac book pro who is suffering the  same bug.
