PayPal can be set up to send to and receive from local bank accounts in several countries now, including Canada. But for some reason, they still require you to use a credit card (and pay a $2.xx "membership fee" to with the card for verification), even if you never intend to use a credit card with PayPal. This is only the case for non-US customers, supposedly to ensure that you are who you say you are. (You need the number from the transaction on your credit card statement to complete registration.) So, unfortunately, Amber, it does appear that you need a CC or a US bank account and address to use PayPal. Have you looked at HyperWallet? They're a Canadian company with a similar service. I doubt you can transfer between the two yet, though, if you were looking for PayPal in order to pay other people.
