It's actually the British Approvals Board for Telecommunications (BABT), 
BT is a private company and has never controlled this approval scheme. If 
it is not BABT approved it will still work but it is seen as a risk to the 
full functionality of the UK Public Switched Telephone Network.

I'd never buy a modem form the US full stop. US Telephony system use 
different standards and the above BABT thing is also a fairly good reason.
