I have my renewal receipt in front of me at £48.77 + 17.5% VAT, so I think there has been a mistake with yours.
Just looked at mine and I've been charged 21% also. Perhaps I'll check my receipts for previous Apple purchases though I'm pretty sure it's never happened before.
