I was not entirely clear in my earlier response. In the renewal information you get you will be offered a voucher which can be used in a number of ways. I used mine towards the cost of the renewal but, rather than renew on line with a credit card, I rang AppleStore and they processed the transaction with the £15 off and with 17.5% VAT. If you renew on line I believe you have to wait to be credited with the voucher and so you then cannot use it towards defraying the renewal costs and you get charged the higher VAT rate. Sorry not to be clearer earlier.

Just looked at mine and I've been charged 21% also. Perhaps I'll check my receipts for previous Apple purchases though I'm pretty sure it's never happened before.
