The Nano is connected through a Belkin 4 port USB 1.1 (I think) hub.
The Snow iMac is on 10.3.9.
I've not tried it with any of the built-in or keyboard sockets. I have
yet also to sync it via the JBL On Stage speaker set which may help
with a low USB power problem.
Are there any updates required for a Shuffle working with Tiger or, as
you suggest, is Tiger itself which is the problem?

As an aside, I have seen entries on this list for people who were
concerned that their not quite latest generation Macs (ie without
USB2.0) could not use the latest iPods. I am happy to say that my
Nano that arrived courtesy of my Better Half at Christmas works (and
charges, via the hub) quite happily with my G3 iMac and, while I
would prefer the speed of Firewire or USB2.0, the delay is not too
onerous.
Out of curiosity, are you connecting the Nano to the iMac through the
keyboard, one of the built-in ports, or a hub? What version of OSX are
you running?
We couldn't connect my father's iPod Shuffle dock into the keyboard of
his G3 Snow iMac due to a reported power limitation. Nor would it work
via a new USB 2.0 hub connected into one of the built-in ports*, yet
it worked fine when I dug out an old USB 1.1 hub.
The iMac is still running OS X 10.2.8 quite happily, and I have a
feeling that upgrading to Panther/Tiger would fix the problem. The
Shuffle specification mentions "Mac OS X 10.3.6 or later recommended
for use with low-power USB ports" but I wouldn't have thought that the
built-in port->USB powered hub is a recipe for low-power. I think
10.3.5 and earlier might be a bit broken when it comes to mixing USB
1.1 and 2.0 devices too...
