That is where your problem is then!
It should say "To Line Below".
"Category" > "Navigate" > "Function" > "To Line Below".
If this works please update the issue with this solution.

Don't hold me to this, but there just might be a possibility that one
could unwittingly erase/delete some key settings while attempting to
program function keys and the like around that Customize panel. Though
I'd five different sets of Mac OOo versions on different muches, not
copies of another, one common thing is each had Write's function keys
separately re-set in the same manner before noticing the "issue",
because that ToLineBelow line is in the raw copy of Mac OOo. One
stumbling about trying to reprogram keys and settings might unwittingly
alter a setting without knowing it, which if it seems occurred to me I
deeply apologize, but I can also see it happening to others. Maybe a
good head's-up safety check to such would be a "Are You Sure?" flag or
something when a setting's changed by intent or accident.
