John, I think I found what I've been looking for.

Open Terminal.

Open the trash so you can see the file.

In Terminal, type the following: sudo rm ~

There's a space after the tilde "~". Then drag the file from the Trash 
to the Terminal window so it's path shows up after the tilde.

Hit return. I think it will ask for your Administrator password. Type it 
in. You won't see anything as you type. Hit return and with a little 
luck, the file is gone.
