Start up the mac, press and hold the C key to try to start from the cd/dvd.


If that doesn't work power down the mac, power it on holding  down the mouse 
button to eject the cd rom.

If that doesn't work, power down the mac, power it on holding  down all of 
these keys, P+R+APPLE+OPTION. Wait for it to chime three times.

Now try to start from the cd again.

for the mac minis.  it might be you have a power supply that is working, but 
doesn't supply quite enough power for the mini you are using it on.  anyways, 
have a look and see what you come up with.  working on a supply for 
lower-than-apple pricing for power supplies.

i had to replace the power supply for my G4 iBook last month, and did good with 
a company called "Level 8 Technology".  http://www.level8technology.com/
 not sure if 
they carry power adapters for the mac mini, but worth checking 
out.
