No, Ed. You can use a gMail, yahoo, iCloud or pretty much any other account's 
SMTP address for outgoing mail anywhere. The limitation on SMTP mail for TWC 
users is the same as it was for Insight users: you can send all the mail you 
want from one of their lines, with your authentication being that you be 
physically on their network. The other services that allow you to send from 
anywhere require further security to use their service.

RECEIVING email on a TWC account is no problem on any device. You just enter 
the POP (incoming) part the same way you would any other POP email account. 
You'll notice that when you set up an email account on an iPhone that it will 
give you the choice of which of all of your entered SMTP accounts you want to 
use for outgoing email with that incoming email account.

It is exactly the same as Insight was in that regard.
