You can poer off a Mac via a keyboard shortcut. It is something like ctrl + alt + cmd + eject. If that doesn't work try with one of the three first keys left out. Like ctrl + cmd + eject or alt + cmd + eject...

The problem is to power on again. The old iMacs and Blue Power Mac 3G had a power switch on the keyboard. These old Macs is really cheap on the second hand market these days. Less expensive than a new keyboard actually which makes it reasonable to by one just for the sake of using only the keyboard. The keyboards are the ones that came with the stupid hockey puck mouse.

Check that the old keyboard works with a Mac mini first. You could easily bring your mini to test this.
