Looks like exfat-utils-0.9.5 is available for linux as a FUSE module. This isn't as ideal as it being built into the kernel, but it is read/write. I don't know if a linux based router would implement FUSE however.
Regardless of whether the storage is NAS or home router (with USB), the underlying file system needs to be compatible with the operating system running the NAS or router - be it ZFS or ext3 or ext4.
