I have been running some tests with the OP (Jon Kuo). I set up a simple rule that looked for his email address in the from and then sounded the Sosumi sound, since nothing else is using that sound on my system and it is distinctive. Jon has sent me several emails. The first one sounded just fine right when it showed up in the INBOX (I am using IMAP with a Courier IMAP server, probably old ancient version). However, later ones only sounded when I sent a reply!!!! or 3-10 minutes after the email showed up in the INBOX. Once after I had already read it but not replied (8-9 minutes later), and once before I had read it at all (about 3min later) I have not programmed the OS X sound system but am guessing the bug is in there somewhere.
