I don't know that. SOMETHING is keeping launchd busy. For all I know, it
could be something that gets launched before the pasteboard server and just
delays launchd from getting to pbs in good time.

I never bothered collecting log entries from the bad process in safe mode,
since I didn't how they could be any different from any other process in safe
mode. I do have logs from the working user in non-safe mode, and they're
entirely unremarkable.
