No, this message is very specifically telling you that launched has
been repeatedly launching com.apple.pbs because it keeps crashing. Essentially
it is telling you that it has been doing this so often that its rules have
mandated that it slow things down to keep this process from eating too many
resources. PasteBoard is really where you should be focusing your efforts if
you want to deal with that line.
