Wow, this is PRECISELY what I was hoping to find. Thank you! I should be
able to ssh in, that was my plan.
Yes, simple logout works fine, but if the "bad" user has EVER logged in while
the machine was up, the shutdown will fail no matter who is the last one out of
the pool.

You're right. I overlooked the com.apple.pbs in the message.
Through a process of binary ~/Library triage, I have finally identified the
offending file as Preferences/loginwindow.plist. Property List Editor doesn't
indicate that it is malformed in any way. It's beginning to look like one of
the login items is indeed the culprit, though I swear that I eliminated them
early on. But I may have left a couple of the "can't possibly fail
Apple-standard" ones (like iTunesHelper) in there (though I was pretty sure I
emptied out everything at one juncture).
Anyway, you folks have given me enough tools to finish finding this. Thanks.
