You might want to try Swift Publisher, from the Mac App Store. It was around 
before Pages came out, and continues to be developed as recent as a few weeks 
ago. Version 3 was released in March and costs $30 USD, though you can also 
find version 2 for $5 on the App Store:

It is a page layout program, like Pages' main intent, but it lacks Pages' 
second functionality of being more word processor like. Free trials are 
available on Belight Software's website. I'm a customer of theirs, not 
otherwise associated with them.
