It sounded to me like when he had Apache set up to use SSL and it 
couldn't start Apache because of misconfigured SSL, the "Starting 
Apache" startup item never completes:

This means that he can never even get to loginwindow, and so he can't 
use pico to edit /etc/hostconfig.
